Early assessment of Care’s Pathways to empowerment programme
SDDirect undertook in 2015 an in-depth, multi-country assessment of a pathways to economic empowerment initiative that is delivered by Care International with funding from the Bill and Melinda Gates Foundation.
An SDDirect team of economic empowerment specialists conducted a study to determine if this in-depth and intensive model is successful in the area of womens’ empowerment and equality.
The team’s approach included a review of programme documents; design and implementation of an online questionnaire for Care programme staff, partners and wider stakeholders to identify key informants and key changes for further investigation; key informant interviews with programme staff (past and present) and selected other stakeholders (in country and globally; focus group discussions / learning workshops with stakeholders in Ghana, Malawi and Mali and; a rapid field appraisal in project areas to observe activities where possible through participant observation and/ or through interviewing individual and groups of project primary stakeholders at community level.
We produced a set of key findings and recommendations to inform decision making around the continuation and expansion of the programme.
